On or about July 25, 2023, the employer failed to ensure that a ladder used to access the upper portion of a roof was placed on a stable, level surface.  The ladder was placed on the peak of the roof over the garage of the residential dwelling, which exposed employees to falls in excess of 18 feet when they climbed the ladder to conduct residential roofing activities.  Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d).

29 CFR  1926.503(b)(1):The employer shall verify compliance with paragraph (a) of this section by preparing a written certification record. The employer failed to provide any documentation showing that the employees had received fall protection training.  Employees were conducting residential roofing activities at heights in excess of 18 feet without the use of all protection.  Abatement documentation is required of this item in accordance with the requirements of 29 CFR 1903.19(d).
