29 CFR 1926.16(d): Where joint responsibility exists, both the prime contractor and his subcontractor or subcontractors, regardless of tier, were subject to the enforcement provisions of the Act.   On or about July 26, 2023, the Prime Contractor, Devo Design & Construction exposed a subcontractor employee to fall hazards over 6 feet allowing the employee to work from the bucket of a Caterpillar 236 Skid Steer Loader.
