29 CFR  1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing hazards.  (a) 17723 E. Ida Ave., Centennial, CO 80015: On or about August 12, 2023, and at times prior, West Eagle Roofing, as the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include effective frequent and regular inspections made by a competent person of the job-site, materials, and equipment. Five subcontractor employees were exposed to fall hazards of greater than 6 feet to the ground below, while performing roofing operations on a single-family residential home without fall protection.
