29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest system.  At the jobsite, employees installing Top Shield T520 synthetic underlayment to a new residential house was not wearing fall protection, exposing employees to an unprotected fall hazard at a height of over 6 feet to the ground below.
