29 CFR 1926.201(a): Signaling by flaggers and the use of flaggers, including warning garments worn by flaggers did not conform to Part VI of the Manual on Uniform Traffic Control Devices 2009 Edition: Site- An employee directing traffic was not protected from struck by hazards where the temporary traffic control procedure in place did not conform to Part VI of the Manual on Uniform Traffic Control Devices 2009 Edition. The employee directing traffic was not wearing high-visibility clothing; was flagging from within the traveled way; was not using a stop/slow paddle, flag, or automated flagger assistance device; and advance warning signs, including lane closure signs, were not in place.
