29 CFR  1926.20(b)(2): The employer did not ensure that a program of frequent and regular inspections of the job sites, materials, and equipment made by competent person was in place:  a) Job site, 7815 McKnight Road, Pittsburgh, PA: On or about October 13, during stucco work, the employer did not ensure that a program was in place to identify and correct safety issues. Deficiencies noted during the inspection included, but were not limited to, an employee working on a supported scaffold that was not plumb/level, did not have safe access onto/off of the scaffold and had missing mudsills in some place and unsafe footing under mudsills that did exist.
