29 CFR  1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) 101 Hope Way, Scranton, PA: On or about November 17, 2023, employees performing roofing work on a residential structure that had an eave height of approximately 11 feet above the ground level were not protected from falling. 29 CFR  1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface, and the ladder's length allowed, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a) 101 Hope Way, Scranton, PA: On or about November 17, 2023, the 18-foot Werner extension ladder used by employees to access the roof of a structure was not installed such that the ladder side rails extended at least three (3) feet above the landing surface, or otherwise secured to prevent displacement.  ABATEMENT CERTIFICATION REQUIRED
