29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  At the worksite located at 803 South Belt Highway #3 Suite C, St. Joseph, MO: An employee was exposed to fall hazards. An employee was working at heights of approximately 13 feet without fall protection.

An employee was using a ladder for access that did not extend at least three feet above the upper landing surface.
