Underwater, nearest a marina located at 479 Market Street, Apalachicola, Florida, 32320:  On or about December 6, 2023, the employer exposed diver employees to drowning hazards, in that an operational two-way communication system was not available, while the divers performed salvage operations to recover a sunken boat.
