29 CFR 1926.34(c):Means of egress was not continually maintained free of all obstructions or impediments to full instant use in the case of fire or other emergency. Site- Employees working from the second floor were not protected from trip and fall hazards where a scaffold was erected in the stairway between the ground floor and second floor. The blocked stairway was the only egress route from the second floor to the designated emergency exit on the first floor.
