29 CFR 1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b). On the north side of the construction site, employees engaged in framing activities without fall protection were expose to unprotected fall hazards of approximately 13 feet to the ground below.

On the north side of the construction site, employees used the top step of a six foot A-frame ladder and a 20 foot adjustable ladder folded top rung to access the upper landings to install framing material on the residential home exposing the employee to potential fall hazards.
