29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: a) On or about January 31, 2024, Bill Kay Buick GMC did not develop or implement a written hazard communication program in accordance with 29 CFR 1910.1200(e)(1) that would describe and/or include at least the following: 1) Requirement for labeling of containers of hazardous chemicals; 2) Material safety data sheet availability; 3) Training of employees; 4) A complete list of hazardous chemicals known to be in the workplace; 5) Methods to inform employees of the hazards on non-routine tasks; and 6) Methods to inform other employer(s) of material safety data sheet availability; the labeling system; and any precautionary measures to protect employees. Employees were exposed to hazardous chemicals, such as petroleum distillates. Abatement documentation is required for this item in accordance with 29 CFR 1903.23(d)

29 CFR 1910.36(d)(1):Employees must be able to open an exit route door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors. a) On or about January 31, 2024 an emergency exit located at the southwest section of the service shop was locked shut. Abatement documentation is required for this item in accordance with 29 CFR 1903.23(d).

29 CFR 1910.37(a)(3):Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level. a) On or about January 31, 2024 an emergency exit located at the southwest section of the service shop was obstructed with material and equipment. Abatement documentation is required for this item in accordance with 29 CFR 1903.23(d).
