29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge 6 feet or more above a lower level was not protected from falling by the use of a guardrail system, safety net system, or personal fall arrest system:  a) Jobsite located at 665 North 5th Street, Philadelphia, PA 19123 - On or about February 22, 2024, the employer did not ensure employees engaged in commercial construction activities 6 feet or more above lower levels were protected guardrail systems, safety net system, or personal fall arrest system. Employees were performing framing on top of the third story without the use of fall protection, thereby exposing employees to falls of approximately 30 feet.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee exposed to fall hazards to enable them to recognize the hazards of falling and the procedures to follow in order to minimize them:  a) Jobsite located at 665 North 5th Street, Philadelphia, PA 19123 - On or about February 22, 2024, the employer did not provide fall protection training to employees who were exposed to fall hazards.  Employees were performing framing activities from heights greater than 6 feet without being trained on fall protection, thereby exposing employees to fall hazards.
