29 CFR  1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level.    (a): On or about March 7, 2024, employees operating on pump jack scaffolds at approximately 16.7 feet or more above a lower level were not protected from fall hazards.  Fall protection was not being utilized while performing siding work.

Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system:  (a): On or about March 7, 2024, employees were exposed to falls of approximately 15.4 feet or more above ground level while engaged in residential siding activities. Fall protection was not being utilized while performing siding work.

29 CFR  1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.  (a): On or about March 7, 2024, employees were exposed to fall hazards while performing siding work and the employer did not provide a training program to recognize fall hazards, and the procedure to be followed in order to minimize those hazards.  Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(d).
