29 CFR 1926.21(b)(2): Employers shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. On or about March 21, 2024, inside the construction work zone, on a section of South County Road West in Odessa, Texas, employees were not specifically instructed about the dangers of struck-by hazards from vehicles unexpectedly backing up near the milling operations.
