29 CFR 1926.1053(b)(1): Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access, and the ladder was not secured at its top to a rigid support. (a) On or about April 2, 2024, University of the Virgin Islands Campus 1-B and 2 Golden Grove Frederiksted, VI 00840, employees used an extension ladder (18 Ft Ladder) to gain access and as a means of egress to the working platform approximately 14 feet high. The ladder was not secured to a rigid structure at its top, exposing employees to a fall hazard. NOTE: Certification of abatement is not required for this citation item, as abatement was documented by the compliance safety and health officer during the inspection.
