29 CFR 1910.261(b)(1): Lockouts. Devices such as padlocks shall be provided for locking out the source of power at the main disconnect switch. Before any maintenance, inspection, cleaning, adjusting, or servicing of equipment (electrical, mechanical, or other) that requires entrance into or close contact with the machinery or equipment, the main power disconnect switch or valve, or both, controlling its source of power or flow of material, shall be locked out or blocked off with padlock, blank flange, or similar device.  Paper machine #1 winder area: On or about April 24, 2024, and at times prior, employees were exposed to caught in hazards, in that; the employer did not require employees lock out the paper winder area before clearing paper jams.
