29 CFR  1926.1053(b)(6):Unsecured ladder(s) were used on surfaces that were not stable and level:  a) At 16061 Panama City Beach Pkwy, Panama City FL : On or about May 29, 2024 and at times prior;  the employer allowed employees to perform steel erection activities without placing a ladder on a stable surface exposing  employees to  fall hazards of approximately 18 feet to the ground below.

29 CFR  1926.1060(a)(1):The employer did not provide a training program for each employee using ladders as necessary, enabling each employee to recognize hazards related to ladders and the procedures to be followed to minimize these hazards.  a) At 16061 Panama City Beach Pkwy, Panama City FL : On or about May 29, 2024 and at times prior;  the employer allowed employees to work from a 40 ft Werner ladder without ladder training exposing  employees to  fall hazards of approximately 18 feet to the ground below.
