On the west parking lot entrance of an active oil changing facility where employees were installing a drain debris catch in a storm drain without being provided with or required to use high visibility clothing so that vehicles entering the parking lot could easily see the employees.  b. On the west parking lot entrance of an active oil changing facility where employees were installing a drain debris catch in a storm drain without protective barriers to prevent vehicles from entering the work area.
