29 CFR  1910.147(f)(1):Testing or positioning of machines, equipment or components thereof. In situations in which lockout or tagout devices must be temporarily removed from the energy isolating device and the machine or equipment energized to test or position the machine, equipment or component thereof, the following sequence of actions shall be followed:  (i) Clear the machine or equipment of tools and materials in accordance with paragraph (e)(1) of this section;  (ii) Remove employees from the machine or equipment area in accordance with paragraph (e)(2) of this section;   a) On or about May 14 2024, JLS Automation did not ensure that the machine energy isolation specific procedures were utilized by each authorized employee installing the Retail Ready Case Erector and Sealer on the Combi line in that the line was still in operation during installation.

29 CFR  1910.147(f)(2)(i):Whenever outside servicing personnel are to be engaged in activities covered by the scope and application of this standard, the on-site employer and the outside employer shall inform each other of their respective lockout or tagout procedures.  a.) On or about May 14, 2024, as an outside servicing contractor, JLS Automation did not ensure that Killer Brownie received a copy of their lockout tagout procedures prior to JLS employees installing and testing the retail ready case erector and sealer  on the Combi line.
