29 CFR  1910.147(d):Application of control. The established procedures for the application of energy control (the lockout or tagout procedures) shall cover the following elements and actions and shall be done in the following sequence:  On or before May 28, 2024, the employer did not ensure maintenance repair employees engaged in the service and maintenance of the No.5 Heat Treat Furnace applied and followed the established energy control procedure by; isolating the electrical, gas, chemical, pneumatic and gravitational energy sources [per 1910.147(d)(3)], affixing lockout devices [per 1910.147(d)(4)(i)], or verifying de-energization and isolation had been accomplished [per 1910.147(d)(6)], prior to removing the right-side agitator from the furnace.
