29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): North County Roofing The employer did not ensure employees were protected from elevated fall hazards. The condition was observed on or about 03 October 2024, when four employees were observed roofing a residential structure at 2067 Greystone Drive in Saint Charles, Missouri. The employer did not utilize guardrail systems, a safety net system, or a personal fall arrest system. Four employees were observed working on the roof of the structure, at heights of approximately 15 to 20 feet above the ground without fall protection and thus were exposed to fall hazards.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: North County Roofing The employer did not ensure employees are protected from elevated fall hazards. The condition was observed on or about 03 October 2024, when several employees were observed roofing a residential structure at 2067 Greystone Drive in Saint Charles, Missouri. The crew was using two portable aluminum extension ladders improperly as the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. The exposed employees were observed climbing on the ladder rungs.
