29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:  a) On or about October 28, 2024, at the job site, the extension ladder that employees used to access the roof did not extend at least 3 feet above edge of the roof when employees performed roofing construction work.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  a) On or about October 28, 2024, on the roof, employees worked at heights greater than 6 feet without any type of fall protection system while performing roofing construction work.  Julio Cesar Aguilar was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1743150, citation number 1, item number 2 and was affirmed as a final order on June 21, 2024, with respect to a workplace located at 21726 Blue Daisy Court, Cypress, TX 77433.  Julio Cesar Aguilar was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1588778, citation number 1, item number 1 and was affirmed as a final order on May 17, 2022, with respect to a workplace located at 908 Shumard, Webster, TX 77598.  Julio Cesar Aguilar was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1521890, citation number 1, item number 2 and was affirmed as a final order on June 25, 2021, with respect to a workplace located at 1702 Yellow Iris, Richmond, TX 77406.
