29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy:   a) 599 Davies Drive York, PA - On or about October 22, 2024, an employee performed service and maintenance on palletizer equipment without proper procedures for isolating and blocking kinetic energy. The employer did not ensure the written Lockout/Tagout (LOTO) procedures included specific steps for isolating and blocking kinetic energy, exposing employees to hazards while performing maintenance on the machine.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
