29 CFR 1910.67(c)(2)(v): A personal fall arrest or travel restraint system that meets the requirements in 29 CFR part 1910, subpart I, shall be worn and attached to the boom or basket when working from an aerial lift.  On or about November 25, 2024, employees working on the side of the road splicing/installing fiber lines onto the electrical poles were exposed to a fall hazard of twenty feet; the employer did not ensure employees working in the bucket truck had a personal fall arrest or travel restraint system that was worn and attached to the boom or basket.
