The frequency of cleaning did not reduce accumulations of combustible dust on ledges, floors, and equipment. The agglomeration process had poor process containment and did not have sufficient dust collection to capture the large amounts of dust produced during the instantizing procedure for milk and whey powder.   (b) Dump Room; On or about November 26, 2024, employees were exposed to potential fire and explosion hazards due to insufficient housekeeping practices. The frequency of cleaning did not reduce accumulations of combustible dust on ledges, floors, and equipment from dumping milk and whey powders into the agglomeration process hopper.
