29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program that included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): At a worksite located at lot 114 Parkwood Drive, Lee's Summit, MO 64064, employees were exposed to health hazards. The employer exposed the employees to these hazards by allowing them to work with materials that include but are not limited to, "Advantech Subfloor Adhesive," without first establishing a written hazard communication program that addresses the hazards associated with the materials used by employees.

The employer exposed the employees to the fall hazards by allowing them to work at heights greater than 6 feet without the use of fall protection or mitigation measures. Instances of exposure include but are not limited to: 1. Employees were exposed to fall hazards greater than 9 feet while working on the top level of the structure, near the structures center. 2. Employees were exposed to fall hazards greater than 7 feet while working near an unguarded edge outside the structure that led from the main level to the basement level. 3. Employees were exposed to fall hazards greater than 9 feet while working near an unguarded edge inside the structure that led from the main level to the basement level.
