The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp were not provided where the exit route was not substantially level: On or about January 8, 2025, and times prior thereto, In the plaza building the emergency exit door was blocked by merchandise such as garbage can, buffer machine, and metal table placed inside the door, and outside the door.
