The employer had not developed and implemented a Hazard Communication/Globally Harmonized System (GHS) program, which would address labeling and other forms of warnings on hazardous material containers, Safety Data Sheets, and employee information and training on the hazards associated with the chemicals utilized on site and is consistent with the GHS (29 CFR 191200(a)(1)).  The written program must also contain the following:  1. A list of all hazardous materials on site; 2. The methods the employer will use to inform employees of the hazards associated with non-routine tasks involving hazardous materials, such as spills; 3. The hazards of the materials contained in piping that is not labeled, and; 4. The method the employer will use to inform other employers (contractors) of the chemicals their employees might be exposed to while performing duties at the site.
