29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At a new multi-family residential worksite located at 8600 N Indiana Ave, KC MO -- employees engaged in installing siding were using an extension ladder to gain access to the lower roof. The extension ladder did not extend 3 feet above the upper landing surface. This exposed employees to fall hazards. This was documented on or about 1/16/2025.
