29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  a) Roof: On or about February 18, 2025, the employer exposed employees to a fall hazard, in that employees did not use fall protection to perform roofing work on a residential house with a 9' 9" fall to ground distance.

29 CFR  1926.1053(b)(1):Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access.  a) Roof: On or about February 18, 2025, the employer exposed employees to a fall hazard, in that employees used a ladder that did not extend at least three feet above the upper landing surface to access the roof.
