29 CFR 1910.157(c)(1): Portable fire extinguishers were not mounted, located and identified so that they were readily accessible without subjecting the employees to injuries:  a) In storage area, on or about February 25, 2025: portable fire extinguishers were found be inaccessible due to being blocked by products and boxes.  b) In storage area, on or about February 25, 2025: portable fire extinguishers were mounted without any signage or marking to indicate their presence making them not readily visible or clearly noticeable to employees in the event of a fire emergency.  c) In general store area, on or about  February 25, 2025: portable fire extinguishers were mounted without any signage or marking to indicate their presence making them not readily visible or clearly noticeable to employees in the event of a fire emergency.   Kroger Texas L.P. # 363, was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard 1910.157(c)(1), which was contained in OSHA inspection number 1662000, citation number 1, item number 3, and was affirmed as a final order on 10-10-2023, with respect to a workplace located at 9919 Westheimer Rd, Houston, TX 77042.  The Kroger Company, was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard 1910.157(c)(1), which was contained in OSHA inspection number 1712442, citation number 2, item number 1, and was affirmed as a final order on 09-27-2024, with respect to a workplace located at 3618 Highway 138 Southeast, Stockbridge, GA 30281.

29 CFR 1910.36(d)(1): Employees must be able to open an exit route door from the inside at all times without keys, tools, or special knowledge.   a) Management office exit door: On or about February 25, 2025, the employer exposed employees to engulfment and fire hazards by failing to ensure that exit route doors could be opened from the inside at all times.  Door secured with zip ties, requiring employees to have special knowledge or tools to cut the ties in order to exit, thereby restricting emergency egress.
