29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. Instance A: On or about March 3, 2025 and at times prior thereto, employees were accessing the roof of a 1st floor garage at heights above 6 feet in height to perform shingle work by utilizing an extension ladder that was not set up to extend at least 3 feet above the upper landing surface. Instance B: On or about March 3, 2025 and at times prior thereto, employees were accessing the left side top roof of a 3 story apartment building to perform shingle work by utilizing an extension ladder that was not set up to extend at least 3 feet above the upper landing surface.
