29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying exist:  On or about 3-4-2025, at 1150 Reef Road Vero Beach, Florida, the employer did not perform a site inspection to detect hazardous working conditions of subcontractors; as a result, employees of a subcontractor roofing employer were exposed to 30-foot fall hazards while tearing off an old roof without a means of fall protection.
