Southbound direction of travel near Wapwallopen, PA (41.06254, -76.01187)- On or about April 9, 2025, were not trained to recognize unsafe conditions while working within a work zone and exposed to struck by hazards from errant vehicles traveling through the work zone on a single lane without the movement of vehicles being coordinated on each end.  ABATEMENT CERTIFICATION REQUIRED

29 CFR  1926.200(g)(2): Traffic control signs or devices, including signs, signals, markings, barricades, and other devices, used for protection of construction workers, did not conform to Part 6 of the Manual of Uniform Traffic Control Devices ("MUTCD"), incorporated by reference in 29 CFR 1926.6:  a) Work Zone Southbound Transition Area,  St. Johns' Rd. near Wapwallopen, PA (41.06254, -76.01187) - On or about April 9, 2025, the employer did not provide appropriate transition including but not limited to required signage and tapers of appropriate length in the transition area of the southbound lane of St. John's Rd. when redirection of motorists' normal path was required, exposing the employees to work zone struck-by hazards.  b) Work Zone Northbound Advance Warning Area, St. Johns' Rd. near Wapwallopen, PA (41.06254, -76.01187) - On or about April 9, 2025, the employer did not provide an appropriate advanced warning area including but not limited to the correct advanced warning signs and warning area of appropriate length in the northbound lane of St. John's Rd. in that the advanced warning signage did not inform road users what actions the road user must take to drive through the work zone and did not provide sufficient advanced warning of the road work, thereby exposing employees to struck-by hazards.  c) Work Zone Southbound Advance Warning Area, St. Johns' Rd. near Wapwallopen, PA (41.06254, -76.01187) - On or about April 9, 2025, the employer did not provide an appropriate advanced warning area including but not limited to the correct advanced warning signs and warning area of appropriate length in the southbound lane of St. John's Rd. in that the advanced warning signage did not provide sufficient advanced warning of the roadwork, thereby exposing employees to struck-by hazards.  d) Work Zone Southbound Direction of Travel, St. Johns' Rd. near Wapwallopen, PA (41.06254, -76.01187) - On or about April 9, 2025, employees working within a work zone were exposed to struck by hazards from errant vehicles traveling through the work zone on a single lane without the movement of vehicles being coordinated on each end.  Reference: 1926.6(n)(1) - Manual on Uniform Traffic Control Devices for Streets and Highways, 2009 Edition, December 2009 (including Revision 1 dated May 2012 and Revision 2 dated May 2012), ("MUTCD") IBR approved for ��1926.200(g) and 1926.201(a).
