29 CFR  1910.1200(e)(1):The employer did not develop, implement and maintain at the workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g) and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met:  a) On or about May 7, 2025, and at times prior to, the employer exposed employees to a health hazard, in that a written hazard communication program was not developed and implemented to include the provisions of paragraphs (f), (g) and (h), for hazardous chemicals, including but not limited to, oxygen and acetylene gases used for welding.
