(a) On or about May 7, 2025, and at times prior, the employer did not implement a written respiratory protection program at their worksite.  Employees performing mint manufacturing activities were required by their employer to wear respirators to protect them from physical and chemical irritants.

The employer supplied employees with respirators and required employees to wear them but had not provided employees with the required training and information for respirator use.

29 CFR  1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met.  (a) On or about May 7, 2025, and at times prior, employees were exposed to chemicals, such as, but not limited to isopropyl alcohol and ethanol while conducting production operations. The employer failed to develop and implement a written hazard communication program that identified the potential hazards employees were exposed to while working with hazardous chemicals.
