29 CFR  1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:   On a ladder at a residence, located at 841 Steel Drive, Apollo Beach, Florida 33572: On or about 5/22/25, the employer exposed employees to fall hazards, in that the access ladder used by the employees did not extend three feet above the landing area while performing framing activities.
