29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) For the construction site at 34574 Alger Point, Zephyrhills, FL 33541, on or about 06/10/2025, the employer exposed employees to fall hazards of approximately 9 feet and 7 inches, in that, an employee was conducting framing work without using any fall protection.

29 CFR  1926.503(a)(1):The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.  a) For the construction site at 34574 Alger Point, Zephyrhills, FL 33541, on or about 06/10/2025, the employer exposed employees to fall hazards of approximately 9 feet and 7 inches, in that, employees working at heights were not able to recognize fall hazards and had not been trained in the procedures to minimize these hazards.

29 CFR  1926.1053(b)(4):Ladder(s) were used for purposes other than the purpose for which they were designed:  a) For the construction site at 34574 Alger Point, Zephyrhills, FL 33541, on or about 06/10/2025, the employer exposed employees to fall hazards of up to approximately 9 feet and 7 inches, in that, employees were using an 8 foot A-frame step ladder to climb down from the roof. This is not the intended purpose of the ladder.

29 CFR  1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards.  a) For the construction site at 34574 Alger Point, Zephyrhills, FL 33541, on or about 06/10/2025, the employer exposed employees to fall hazards off of ladders, in that, employees had not been trained to recognize hazards associated with ladders. An employee was using an 8-foot A-frame step ladder to climb down from the roof of the house under construction which is not an approved use of this type of ladder.
