29 CFR  1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards.   On or about July 31, 2025, at the worksite, employees were using a ladder not set three feet above the lower landing and resting on the gutters to access and egress the upper landing of the residential home under construction. The employer did not provide employee(s) with ladder training prior to allowing them to use ladders such as extension ladders.
