29 CFR 1926.416(a)(1): The employer permitted employees to work in close proximity to energized, unguarded, and ungrounded electric power circuits that the employee could contact in the course of their work: a) 1505 Coastal Highway Dewey Beach, DE 19971 (Dewey Beach Town Hall, Police Headquarters and EMS Facility): On or about October 20, 2025, employees were exposed to unguarded, energized 12kV distribution lines which shocked them while conducting construction activities.

29 CFR 1926.416(a)(3): The employer began work without determining if employees could contact any part of an energized circuit and did not post warning signs and advise employees of the location of the circuit, hazards, and protective measures they need to take. a) 1505 Coastal Highway Dewey Beach, DE 19971 (Dewey Beach Town Hall, Police Headquarters and EMS Facility), employees were exposed to electrical hazards when working without warnings signs or warnings. This resulted in an electrical shock while using a bull float that contacted an energized distribution line at 12kV.
