29 CFR 1910.27(a): Scaffolds used in general industry did not meet the requirements in 29 CFR part 1926, subpart L (Scaffolds) in that, a scaffold was not erected on solid footing, a scaffold was not stabilized to prevent tipping during movements, and the surface a scaffold was moved on was not within 3 degrees of level and free of pits, holes and obstructions:   a) Jones Lang Lasalle Americas Incorporated worksite, 6304 Carrier Parkway, East Syracuse, NY - At the Northside of building TR-10 (at the pipe bridge), Southwest quadrant of campus, on or about November 3, 2025: The employer allowed an employee to use a Marklift J20NEP (TR6-S2) scissor lift that was not erected on stable footing while securing an overhead conduit that had fallen onto the campus roadway.  b) Jones Lang Lasalle Americas Incorporated worksite, 6304 Carrier Parkway, East Syracuse, NY - At the Northside of building TR-10 (at the pipe bridge), Southwest quadrant of campus, on or about November 3, 2025: The employer allowed an employee to use a Marklift J20NEP (TR6-S2) scissor lift that was not stabilized while the lift was moved while securing an overhead conduit that fell onto the campus roadway.   c) Jones Lang Lasalle Americas Incorporated worksite, 6304 Carrier Parkway, East Syracuse, NY - At the Northside of building TR-10 (at the pipe bridge), Southwest quadrant of campus, on or about November 3, 2025: The employer allowed an employee to use a Marklift J20NEP (TR6-S2) scissor lift on a sloped surface and uneven surface of a catch basin and storm drain while securing an overhead conduit that fell onto the campus roadway.  The scissor lift tipped over and the employee fell approximately 12-14 feet with the lift and suffered fatal injuries.
