29 CFR  1926.502(b)(3):Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge:  a) On or about December 9, 2025; top-floor area; Employees engaged in housekeeping duties, receiving materials, and framing tasks were at risk of falls, estimated at 30-feet, due to deficiencies in the guardrail system. Specifically, the construction of the guardrails did not comply with safety standards, as the rails lacked adequate bracing and were not sufficiently secured to withstand the required load of 200 pounds. The condition observed in the guardrail design heightens the potential for workplace accidents/falls, particularly in areas where employees are routinely working at or near the railing.   b) On or about December 9, 2025; top-floor area; Employees engaged in housekeeping, receiving materials and framing tasks were exposed to a significant fall hazard, estimated at 30 feet, due to deficiencies in the construction of the guardrail system. Specifically, the system failed to meet the industry-standard requirement of withstanding 200 pounds of force, which is critical for ensuring safety. This shortcoming was the inadequate number of nails used or lack of to secure the guardrails, compromising their stability and integrity. The condition observed in the guardrail design heightens the potential for workplace accidents/falls, particularly in areas where employees are routinely working at or near the railing.  In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet), in addition, documentation demonstrating the abatement is complete must be included with your certification. This documentation may include but is not limited to evidence of the purchase or repair of the equipment, photographic or video evidence of abatement, or other written records.
