The established procedures for the application of energy control (the lockout or tagout procedures) shall cover the following elements and actions and shall be done in the following sequence:  On or about 4 February, 2026, the employer failed to ensure a service technician employee engaged in in service and maintenance activities of a Wastequip Vertical Compactor, Model No. D-600, followed the established energy control procedure by; turning off or shutting down the machine [per 1910.147(d)(2)], isolating the electrical and/or pneumatic energy sources [per 1910.147(d)(3)], affixing a lockout device to the energy isolation device  [per 1910.147(d)(4)(i)], or verifying de-energization and isolation had been accomplished [per 1910.147(d)(6)], prior to servicing and maintaining the vertical compactor.
