29 CFR  1926.501(b)(10):Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.  Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system.  a.) Jolley Roofing and Construction LLC, 394 Seneca St. Oil City, PA 16301,Commercial Roof- on or about 02/19/2026 and times prior thereto: Employees were installing shingles on Pathways Adolescent Center building without any protection from fall hazards. Employees were observed working within feet of the edge of the roof and were exposed to fall hazards of approximately 16 feet to ground level.  ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

Jolley Roofing and Construction LLC, 394 Seneca St. Oil City, PA 16301,Commercial Roof- on or about 02/19/2026 and times prior thereto: employees were observed using a pneumatic driven nailer/stapler during roofing operations without eye protection.  ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
