29 CFR  1910.140(c)(16): 29 CFR 1910.140(c)(16): The employer did not ensure that personal fall protection systems and their components are used exclusively for employee fall protection and not for any other purpose, such as hoisting equipment or materials.  On or about February 23, 2026, The Worthington Steel Company, LLC DBA TWB Company, LLC. located at 5580 Wegman Dr. Valley City, OH 44280, did not ensure personal fall protection systems and their components were used exclusively for employee fall protection and not for any other purpose. Miller Scorpion and/or Miller MiniLite Personal Fall Limiters (PFL's) were being used as a mechanical backup/restraint on Presses PL07 and PL08 to catch or hold the gate/cage door in the event that the torsion spring  or chain and sprocket mechanism fails.
