Part of the safety cable that ran vertically along the post that was covered by previously poured concrete had been chipped away. As the employee squatted and held onto the safety cable to look at the outer side of the post, the safety cable gave way, causing the employee to lose his balance and fall forward 14 feet over the edge of the second level of the parking garage. The employee was hospitalized with 2 broken heels.
