An employee was loading packages averaging 15 to 20 pounds onto the back of a van that could not be flushed into the van line (dock) because the van's bumper size. While the employee was tossing a package into the van from the van line (dock), he lost his balance and fell about 28 inches to the ground. He broke his right leg and was hospitalized.
