A road was being prepared for new asphalt. Another contractor was milling down existing asphalt and then running a sweeper machine to push the loose asphalt to the middle of the road so it could be picked up. An employee was inspecting the work by measuring the depth of the milling operation when the street sweeper backed up and struck him. The employee sustained injuries to the pelvic area.
