An employee was guiding a push-cart down a ramp into a lower mechanical room. The cart had 12 bags of cement weighting 80 pounds each. The cart pushed the employee down the ramp and pinned his leg was against a housekeeping pad containing a switch gear at the bottom of the ramp. The employee suffered a broken tibia and fibula that required hospitalization.
